Types of course transfer
Transfer into PIC
A student wishes to leave another registered provider and enrol at PIC before completing six months of their principal course.
Transfer from PIC
A PIC student wishes to transfer to another registered provider before completing six months of their principal course.
Internal PIC transfer
A student wishes to move from their current PIC course to another course offered by PIC.
After six months
The restricted-transfer rules in this policy focus on the first six calendar months of the student's principal course.
Transfer into PIC during the restricted period
PIC will not knowingly enrol a student transferring from another provider before the student completes six months of their principal course unless an accepted condition applies, such as:
- The original provider or course has ceased to be registered.
- A sanction prevents the student from continuing with the original provider.
- The original provider has approved and recorded the student's release in PRISMS.
- A government sponsor provides written support because the transfer is in the student's best interests.
PIC also checks normal admission requirements, including course entry requirements and prerequisites.
When a transfer from PIC may be approved
- The student cannot achieve satisfactory course progress despite participating in PIC's intervention strategy.
- Compassionate or compelling circumstances are supported by evidence.
- PIC has not delivered the course as described in the student agreement.
- The student's reasonable expectations about the course are not being met.
- The student was misled by PIC or an education or migration agent and the course is unsuitable.
- An internal or external appeal recommends or requires the student's release.
When a transfer may be refused
- The transfer could jeopardise progression through a package of courses.
- The student has only recently started and has not yet used the available support services.
- The request appears intended to avoid reporting for unsatisfactory attendance or course progress.
- There are no legitimate compassionate or compelling circumstances.
A student who has recently commenced may be asked to continue for another four weeks while PIC provides its full range of support services before the transfer request is reconsidered.
How to apply to transfer from PIC
- Request the form: Ask PIC for the relevant student request or withdrawal form.
- Provide a valid offer: Attach a valid offer of enrolment from another CRICOS-registered provider.
- Provide evidence: Include documents supporting the circumstances described in the application.
- PIC reviews the request: PIC assesses the application and supporting evidence against the policy.
- Receive the outcome: PIC provides its decision and reasons in writing.
Internal transfer to another PIC course
An internal transfer may be approved where the new course better matches the student's study capability, long-term goals or reasonable expectations.
The student must complete an Internal Course Transfer Application Form and provide documents showing that they meet the entry requirements for the proposed course. The student must remain in their current course until the application is decided.
If approved
- The student receives written confirmation.
- PIC explains any additional fees or refund.
- PIC prepares the new enrolment documents and CoE.
- PIC records the course variation in PRISMS.
If refused
- PIC provides the decision and reasons in writing.
- The student is advised of their complaints and appeals rights.
- The request is closed after appeal rights are completed or not used.
Important processing information
Approval, refusal and appeal
Approved transfer
- PIC issues written confirmation and a Letter of Release where applicable.
- Any applicable refund is handled under PIC's Fees and Refunds Policy.
- The relevant student course variation is recorded in PRISMS.
- There is no charge for releasing a student.
Refused transfer
- PIC explains the reasons for refusal in writing.
- The refusal notice explains how and when the student may appeal.
- The PRISMS refusal is not finalised until the applicable appeal process is completed or the student withdraws.
Visa advice and records
- Students considering or receiving a transfer must contact the Department of Home Affairs for advice about possible visa effects and whether a new visa is required.
- Students should not assume that course-transfer approval automatically resolves their visa requirements.
- PIC keeps the application, evidence, assessment, decision and release records in the student's file.
